Notice of Effective Date for New Rules of the Tennessee Board for Licensing Contractors
Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.
The Tennessee Board for Licensing Contracting (“Board”) approved the proposed rules at the rulemaking hearing conducted on January 28, 2025. The rules were filed with the Secretary of State on August 20, 2025, and will become effective November 18, 2025. The rules have been filed as rulemaking hearing rules and will be promulgated ninety (90) days from the filing date.
The rules allow for more efficient licensing by the Board. These rules will allow for more applications to be approved by the Executive Director outside of the timelines for Board meetings, which will allow for more efficient processing of license applications. Additionally, these rules outline how relevant experience is considered and the requirements for financial statements submitted by applicants. These rules also modernize procedures for notifying licensees of pending complaints and the consideration of discipline by the Board when a licensee fails to respond to a complaint.
Additionally, these amendments modernize certain monetary considerations by the Board. These rule amendments increase the weight a line of credit will be considered by the Board when it is submitted as part of an application to support the financials of the application. Additionally, these amendments increase the maximum monetary limitation for the small commercial license classification from $750,000 to $1,500,000, which aligns this classification with the requirements for a compiled financial statement at license renewal.
