Tennessee State Board of Cosmetology and Barber Examiners 2015 Rules Update

The Tennessee General Assembly has approved rule changes that will become effective on December 1, 2015. These rules may impact you as a holder of a license with the Tennessee State Board of Cosmetology and Barber Examiners (“Board”). Highlights to these new changes are as follows:

BARBER EXAMINERS RULES: 0200

  • Barber shop applications expire after 90 days.

  • Sanitation change: dry sterilizer or sanitary compartment per station is required. Fumigant is no longer mentioned in the rules nor is it required in shops or schools.

  • Expedited licensing for certain military personnel and their spouses.

COSMETOLOGY RULES: 0440

  • Schools offering aesthetics have updated equipment list.

  • Equipment for skin care shops has been updated.

  • Rules were added to permit licensure of schools specializing solely in manicuring, aesthetics, or natural hairstyling, rather than providing a complete cosmetology curriculum.

  • Cosmetology schools may offer programs allowing students to complete fifty percent (50%) of the hours needed for licensure through apprenticeship under a supervising licensed professional after the student has passed the theory examination. These rules are voluminous, including who can serve as a supervising licensed professional, testing requirements for prospective apprentices, required signage posted at participating shops, required identification for apprenticing students, and requirements that a participating shop must provide a work station for each apprenticing student. The Board office would encourage schools to carefully review the rules prior to implementing such a program. Any questions should be addressed directly with the Board office.
