Notice of Effective Date for New Rules for
Tennessee Board of Cosmetology & Barber Examiners

Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.


The Tennessee Board of Cosmetology & Barber Examiners (herein, Board) approved proposed rules at their regularly scheduled meeting on August 2, 2021. These rules were presented and voted on at a rulemaking hearing conducted on February 7, 2022. These rules were filed with the Secretary of State on March 11, 2022 and will become effective on June 9, 2022. The rules have been filed as Rulemaking Hearing Rules and will be promulgated ninety (90) days from the filing date.


The proposed rules are in response to statutory changes made with the passage of Public Chapter 549 signed into law on May 26, 2021, by Governor Bill Lee which became effective on October 1, 2021. Specifically, Tenn. Code Ann. § 62-3-123(f) authorized the Board to create an apprenticeship path for prospective master barbers, but § 62-3-123(f)(2)(A) required that the apprenticeship be done under a supervising licensed professional who is licensed under both Tenn. Code Ann. § 62-3-110 (the master barber certificate) and Tenn. Code Ann. § 62-3-124 (the barber instructor certificate). Public Chapter 549 removed this dual requirement and now allows an apprenticeship to be done under a supervising licensed professional who is licensed under either § 62-3-110 (the master barber certificate) or § 62-3-124 (the barber instructor certificate). Further, revisions to Tenn. Code Ann. § 62-3-124 reduced the educational hours required for barber instructors from four hundred fifty (450) hours to three hundred (300) hours.
