Notice of Rulemaking Hearing for New Rules of the
Tennessee Detection Services Licensing Program

Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.

The Tennessee Detection Services Licensing Program is conducting a rulemaking hearing on, Thursday, June 20, 2024, at 9:00 a.m. CT. This rulemaking hearing will be held at the following address:

The proposed rule amendments update the requirements and practices associated with the licensing of Security Guards and/or other entities who employ Security Guards. These rules are responsive to the enactment of Dallas’ Law which took effect on January 1, 2023, and was later amended July 1, 2023. The rules will clarify the additional training required following the enactment of Dallas’ Law (TN LEGIS 1121 (2022), 2022 Tennessee Laws Pub. Ch. 1121 ((S.B. 2514); TN LEGIS 367 (2023), 2023 Tennessee Laws Pub. Ch. 367 (H.B. 322)) as to what training is required and who may provide this training. Secondly, these rules provide clarity on the practices surrounding incomplete applications which have been submitted to the Department as it pertains to closure and status of the application. Finally, these rules would change the application and renewal fees associated with Unarmed Security Guard registration, Armed Security Guard registration, and Certified Trainer registration.
