Notice of Effective Date for New Rules for Tennessee Real Estate Appraiser Commission
Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.
The Tennessee Real Estate Appraiser Commission approved proposed rules at their regularly scheduled meeting conducted on October 21, 2019. These rules were filed with the Secretary of State on April 13, 2020 and will become effective on July 12, 2020. These rules have been filed as Proposed Rules and will be promulgated without a hearing ninety (90) days from the filing date unless a petition is received by at least ten (10) persons who will be affected by the rule.
The proposed rules are in response to an audit finding of the Appraisal Subcommittee (“ASC”) this January. The proposed rules amend the registered trainee requirements to require supervisory appraisers to accompany registered trainees and personally inspect their property until the registered trainee completes five hundred (500) hours of acceptable appraisal experience or until the supervising appraiser determines the trainee is competent to inspect the property in accordance with the competency rule of Uniform Standards of Practice (USPAP). This change is required by the ASC. Additionally, the rules reduce the supervisory appraiser course from seven (7) hours to four (4) hours.
