Notice of Effective Date for New Rules for

Tennessee State Board of Accountancy

Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.

The Tennessee State Board of Accountancy approved proposed rules at their regularly scheduled meeting conducted on July 24, 2018. These rules were filed with the Secretary of State on June 6, 2019 and are effective September 4, 2019.

The proposed rule amends Chapter 5 – Continuing Professional Education (CPE). The amendment adds definitions for “technical fields of study” and “non-technical fields of study,” and includes a specific list of qualifying subject matters for each. The term “technical fields of study” replaces “accounting, accounting ethics, attest, taxation or management advisory services” throughout the chapter to be consistent with the change to the definitions section. The rule also clarifies the licensee’s responsibility for record-keeping of CPE certificates in the event carry-over credit is used and provides a means to measure CPE credits. Furthermore, the rule clarifies the sources of qualifying learning activities that must meet the Statements on Standards for Continuing Education Programs which have been jointly approved by NASBA and the AICPA and includes definitions for a variety of delivery methods, including nano-learning and blended learning. Lastly, the rule adds the option to receive continuing professional education credit for being the technical reviewer of a course that qualifies for CPE credit.
