Notice of Public Rulemaking Hearing:
Tennessee Board of Cosmetology and Barber Examiners

Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.


The Tennessee Board of Cosmetology and Barber Examiners (herein “Board”) will be conducting a Rulemaking Hearing on Monday, February 5, 2023, at 11:00 a.m. This rulemaking hearing will be held at the following address:

The proposed rules are in response to statutory changes made with the passage of Public Chapters 114 and 214. Public Chapter 114 was signed into law on April 4, 2023, by Governor Bill Lee which became effective on July 1, 2023. Public Chapter 114 replaces the terms “general education development credential,” “GED(R),” “high school equivalency test,” “HiSET(R),” and variations of the terms wherever they appear in the code, with the term “high school equivalency credential.” Public Chapter 214 was signed into law on April 25, 2023, by Governor Bill Lee, which became effective on July 1, 2023. Public Chapter 214 created an eyelash specialist license and authorizes establishment of eyelash serve shops. Specifically, these rules reflect changes made to Tennessee Code Annotated §§ 62-4-102 (Definitions), 62-4-110 (Licenses; application; requirements), 62-4-118 (Shops; requirements), and 62-4-120 (Schools; requirements) creating an “eyelash specialist license,” a new type of license to be issued by the Board. These rules also reflect additional statutory definitions for “eyelash services” and “eyelash services shops,” as well as the application process, educational requirements, and apprenticeship hours earned for the eyelash specialist license. Further, these rules reflect changes made to Tennessee Code Annotated §§ 62-3-110(b)(2) and 62-4-110(c)(2)(A)(i) (deleting the language “GED(R) or HiSET(R) diploma” and substituting “high school equivalency credential approved by the state board of education.”).
