Notice of Effective Date for New Rules for
Tennessee Board of Cosmetology & Barber Examiners

Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.


The Tennessee Board of Cosmetology & Barber Examiners (herein, Board) approved proposed rules at their regularly scheduled meeting on October 1, 208 and were presented and voted on at a rulemaking hearing conducted on October 5, 2020. These rules were filed with the Secretary of State on March 15, 2021 and will become effective on June 13, 2021. The rules have been filed as Rulemaking Hearing Rules and will be promulgated ninety (90) days from the filing date.


The proposed rules are in response to statutory revisions to Tennessee Code Annotated, Section 62-3-124 (a), which required a reduction of the number of barber instructor hours from four hundred fifty (450) to three hundred (300). Further, many of the changes to the equipment requirements provide essential clarification in terminology such as replacing “sterilizer” with “disinfectant” where “disinfectant” is the proper term. Essential additions were also made to the equipment requirements for sanitation purposes such as blood exposure kits, disposable gloves, and additional combs (to encourage use of clean instruments). The changes pertaining to online, virtual, and electronic teacher training programs were intended to address major problems in the industry that the Board recognized with its approval of an early program that later proved to be defective thereby causing multiple compliance issues for a number of instructors.
