Notice of Public Rulemaking Hearing:

Tennessee Collection Service Board

Pursuant to Tenn. Code Ann. § 4-3-1306(d), you are receiving this notice because you have elected to receive notification by e-mail of certain changes or potential changes to the law applicable to your profession.


The Tennessee Collection Service Board (herein, Board) will be conducting a Rulemaking Hearing on Wednesday, January 12, 2022 at 9:30 a.m. This rulemaking hearing will be held at the following address:

The proposed rules are in response to statutory changes made with the passage of Public Chapter 549 signed into law on May 26, 2021 by Governor Bill Lee which became effective on October 1, 2021. Specifically, Tenn. Code Ann. § 62-20-102(7) defined “solicitor” and 62-20-111 required solicitors to register for solicitor cards to conduct collection services. Solicitor cards acted as an additional registration requirement and required an additional fee. Effective October 1, 2021, Public Chapter 549, removed “solicitor” from the statutory definitions and deleted 62-20-111 in its entirety, effectively eliminating solicitor cards and associated fees. Further, Tenn. Code Ann. § 62-20-105(c) required a licensed collection service maintaining more than one (1) place of business within the state to register each place of business separately as a branch location and to pay a separate fee associated with any registered branch location. Effective October 1, 2021, Public Chapter 549 removed the requirement for branch locations to register for licensure and their associated fees have been removed as a licensing requirement.
